PT Penjaminan Infrastruktur Indonesia (Persero)/PT PII, the Special Mission Vehicle of the Indonesian Ministry of Finance, attended the groundbreaking ceremony for the Waste-to-Energy (PSEL) Project at the Legok Nangka Regional Final Waste Processing and Processing Facility (TPPAS) in Bandung Regency, West Java. The event was led by the Deputy Minister of Energy and Mineral Resources of the Republic of Indonesia, Yuliot Tanjung, and the Governor of West Java, Dedi Mulyadi. The event also included the signing of a Memorandum of Understanding (MoU) on Waste-to-Energy Development in West Java.

This groundbreaking marks a significant milestone in the construction of one of the national strategic projects in the waste sector, utilizing waste-to-energy technology to convert waste into electricity. Previously, PT IIGF provided government guarantees for the Legok Nangka Regional Wastewater Treatment Plant (TPPAS) Public-Private Partnership (PPP) project through the signing of a Guarantee Agreement with the Implementing Business Entity, PT Jabar Environmental Solutions (JES), and a Regression Agreement with the Project Cooperation Agency (PJPK), the West Java Provincial Government, in April 2026.

The Legok Nangka Regional Wastewater Treatment Plant (TPPAS) is designed with a processing capacity of approximately 2,131 tons of waste per day. This facility will serve six regions in West Java: Bandung City, Bandung Regency, Cimahi City, West Bandung Regency, Garut Regency, and Sumedang Regency.

By utilizing waste-to-energy technology, this strategic project will not only significantly reduce waste volume but also produce environmentally friendly electricity that will contribute to the national energy mix.

The successful commencement of construction of the Legok Nangka PSEL is also due to strong collaboration between the government and private entities, including investment guarantee support from PT IIGF, which is a Special Mission Vehicle of the Indonesian Ministry of Finance.

The groundbreaking of the Legok Nangka Waste Management Project (PSEL) represents a significant milestone in the development of PPP-based waste infrastructure in Indonesia. As a Special Mission Vehicle of the Ministry of Finance, IIGF is committed to supporting the project's success through government guarantees that increase investment certainty, strengthen the trust of financing institutions, and encourage private sector participation in the provision of public infrastructure. We hope this project will become a model for green infrastructure development capable of delivering sustainable economic, social, and environmental benefits.

The government guarantee provided by IIGF not only enhances the project's bankability but also provides certainty regarding risk allocation in accordance with PPP principles, ensuring the project's sustainable operation.

Through synergy between the central government, local governments, IIGF, implementing business entities, and all stakeholders, the Legok Nangka Regional Waste Management Project (PSEL) can become a model for modern waste infrastructure development that supports emission reductions, strengthens energy security, and improves environmental quality for the community.
