PT Penjaminan Infrastruktur Indonesia (Persero) hereby invites Consultants to take part in the pre-qualification for the procurement of the Government-Business Cooperation Project (“PPP”) for the Piyungan Regional TPAS (the “Project”) with the following details:

Procurement Objectives:

The objective of the Financial Consultant and Technical Preparation and Transaction Services (“Financial and Technical Consultant”) is to prepare a feasible and bankable PPP project structure and documents as well as provide assistance in order to achieve the PPP transaction process up to financial close based on the rules and regulations.

By emphasizing several important aspects including:

1. Implementation of the concept of "Green Infrastructure Project" both in terms of technical specifications, construction, financing, and legal aspects in order to realize sustainable development,
2. Implementation of projects that apply the principles of Quality Infrastructure Investment (QII) as stated in the G20 Principles and Environmental Social Governance (ESG) to support the realization of quality infrastructure investment.
3. The economic and commercial aspects include the Project's financial aspects and financing opportunities under the Green Climate Fund (GCF) scheme.
4. Studies on the upstream side which include calculation schemes and efforts to reduce fiber waste, identify appropriate technologies for waste processing.

Consultant Criteria:

1. The Consultant is an Indonesian Business Entity.
2. Experienced and actively providing consulting services, especially for infrastructure in the field of waste management systems.
3. Experienced in handling PPP project transactions;
4. Experienced in terms of synergy and/or collaboration with other consultants in terms of PPPs;
5. Experienced in working with the Government of Indonesia both at the central and local government levels, state institutions and/or business entities in Indonesia; and
6. The consultant who submits the pre-qualification document is expected to have a partnership plan (sub-contractor) with other consultants for financial and/or technical and/or environmental aspects who have experience in accordance with the needs of the project sector.
