IIGF Guarantees the First APJ PPP Project in Indonesia

PT Penjaminan Infrastruktur Indonesia (Persero) / PT PII, one of the Special Mission Vehicles (SMV) of the Ministry of Finance of the Republic of Indonesia, has again guaranteed infrastructure projects with the Government and Business Entity Cooperation (PPP) scheme, namely the Road Lighting Equipment Project (APJ) in the District Madiun, East Java. PT PII's commitment to infrastructure guarantee was marked by the signing of several agreements by the President Director of PT PII, M. Wahid Sutopo, the Regent of Madiun Ahmad Dawami as the Person in Charge of the Cooperation Project (PJPK), and the President Director of PT Tri Tunggal Madiun Terang Eka Feri Hardiman as the Agency Implementing Business (BUP) in Madiun Regency, East Java, on Tuesday (20/9).

Some of the agreements signed at the event were the Cooperation Agreement between the Madiun Regional Government as the PJPK and PT Tri Tunggal Madiun Terang as the BUP, the Guarantee Agreement between PT PII (Persero) and PT Tri Tunggal Madiun Terang, and the Regress Agreement between the Madiun Regional Government and PT PII (Persero), with a scope covering new development (without retrofit), operation, and maintenance of 7,458 points spread across National Roads, Main Regency Roads and Urban Roads. This PPP for Street Lighting Equipment in Madiun Regency is the first APJ PPP in Indonesia that has successfully completed the transaction stage.

The President Director of PT PII, M. Wahid Sutopo stated that the APJ project in Madiun Regency was the first small-scale PPP project guaranteed by PT PII, in collaboration with the Regency level Government. “This project demonstrates the commitment of PT PII in supporting the acceleration of infrastructure development in Indonesia for various project scales. We hope that this will increase the number of other infrastructure projects to be implemented under the PPP scheme. In addition, our support for this project is also a commitment to support projects with energy saving benefits in order to support green infrastructure, and are able to have a significant impact on the community, especially in Madiun Regency, East Java. We appreciate the efforts of Madiun Regency to implement alternative financing through PPPs so that it succeeded in becoming the first Regency to implement a PPP with the Regent as the PJPK," said Sutopo.

Meanwhile, the Regent of Madiun, stated that his party greatly appreciated the implementation of the Government and Business Entity Cooperation for the implementation of this APJ Project. “The need for APJ is an effort by the Madiun Regency Government to meet the basic needs of the community so that it can provide comfort and safety for the community in their activities. This effort also shows the seriousness of the Madiun Regency Government to seek the implementation of alternative financing. The revitalization of APJ also supports the efforts of the Central Government in making energy efficiency by changing lamps that are more energy efficient,” said Kaji Mbing, who is familiarly called the Regent of Madiun.


The Regent also added that this project is expected to have a social, economic and security impact which will lead to an increase in the welfare of the community. "With adequate street lighting, it will reduce crime and reduce the number of accidents and the operating hours of MSMEs and other economic actors will be longer so that the economic turnover will be higher. Hopefully, if the crime and accident rates decrease, investors will be more interested in entering the service sector in Madiun Regency,” added Ahmad.
