IIGF Guarantees the JORR Elevated Toll Road PPP Project Cikunir - Ulujami

PT Penjaminan Infrastruktur Indonesia (Persero) / PT PII, one of the Special Mission Vehicles (SMV) of the Ministry of Finance of the Republic of Indonesia is again providing guarantees for road sector infrastructure projects with the Government Cooperation with Business Entities (KPBU) scheme, namely the JORR Elevated Cikunir Toll Road Project – Ulujami which is located in DKI Jakarta & West Java. PT PII's commitment to guaranteeing infrastructure was marked by the signing of several Cooperation Agreements by the Minister of Public Works and Public Housing (PUPR), Basuki Hadimuljono as Person in Charge of Cooperation Projects (PJPK), Main Director of PT PII M. Wahid Sutopo as government guarantee provider , and President Director of PT Jakarta Metro Ekspressway – Omar Dani Hassan as Toll Road Business Entity (BUJT) at the PUPR Ministry, Jakarta on Tuesday (17/10).

There were two signing agreements for the JORR Elevated Cikunir - Ulujami Toll Road project which were signed during this activity, namely the Guarantee Agreement between PT PII (Persero) and PT Jakarta Metro Ekspressway as BUJT which was formed by the auction winners namely PT Margo Metro Nusantara, PT Adhi Karya and PT Acset Indonusa and the Regress Agreement between the PUPR Ministry and PT PII (Persero). Meanwhile, the signing of the Toll Road Concession Agreement (PPJT) between the PUPR Ministry's Toll Road Regulatory Agency (BPJT) and PT Jakarta Metro Ekspressway was carried out on October 11, 2023.

On this occasion, PUPR Minister Basuki Hadimuljono said that although there are currently 71 toll roads in Indonesia or around 2,800 km, it seems like a lot, but that's nothing. "This is all in order for us to catch up towards a developed Indonesia in 2045. There are only around 20 years left until 2045, we definitely need better connectivity," said Minister Basuki.

“I invite all of us to improve or increase better and cleaner governance, no mark ups, no corruption. The aesthetics of toll roads also still need to be improved, always pay attention to the environment and increase greenery. "I want the JORR Elevated Cikunir-Ulujami Toll Road to become a pilot for a better and more advanced toll road," said Minister Basuki.

Meanwhile, PT PII President Director M. Wahid Sutopo said that with the signing of the guarantee agreement and regress agreement on the project, PT PII as the Special Mission Vehicles (SMV) of the Ministry of Finance will provide a guarantee that covers the risk of procurement delays

land, the risk of delays in tariff adjustments, temporary political risks and permanent political risks. The guarantee provided by PT PII is intended to provide certainty and comfort for investors in investing in the toll road project.

"The PPP scheme, which is part of the Innovative Financing that we support for this toll road project, is expected to accelerate the development of road infrastructure which is currently very much needed so that it will increase the positive impacts felt by the community, one of which is by smoothing traffic so that mobility and distribution in the community is better. optimally and the economic impact also increases," said Sutopo.

Sutopo also added that today's signing is the signing of the guarantee for PT PII's second Toll Road project in 2023 after we provided a guarantee for the Patimban Access Toll Road project in early 2023. "PT PII's commitment to continue to encourage innovative financing schemes will continue to be implemented, especially to help with the burden on the APBN. PT PII also openly supports the PUPR Ministry, other ministries and regional governments that will develop PPP scheme projects." added Sutopo.

Head of the Toll Road Regulatory Agency (BPJT) Miftachul Munir said in his speech that the 33 month construction schedule starts from July 2024 to March 2027 with an operational schedule in April 2027. "This toll road will have 3 on/off ramps, namely the on/off ramp "It is connected to the Pondok Indah arterial road, the on/off ramp is connected to the Bampu Apus arterial road, and the off ramp is connected to the Jagorawi Toll road so it is hoped that it can reduce the burden of traffic congestion on the existing JORR," explained Head of the Toll Road Regulatory Agency (BPJT) Miftachul Munir.

President Director of PT Jakarta Metro Ekspressway Omar Dani Hassan said that the JORR Elevated Cikunir-Ulujami project is one of the largest toll road construction projects currently in Jakarta.

"In carrying out investments in the infrastructure sector, managing environmental, social and governance (ESG) aspects plays an important role in almost the entire process, both during construction and through to operation with the aim of building future connectivity," he said.

For information, the JORR Elevated Cikunir - Ulujami Toll Road project is 21.44 km long and The investment value of IDR 21.25 trillion was built with the aim of increasing capacity, reducing congestion and travel time on JORR-1, as well as increasing the level of road service, providing alternative routes for long-distance travel and strengthening the toll road network in Jabodetabek.
