PT Penjaminan Infrastruktur Indonesia (Persero) hereby invites Legal Consultants to participate in the pre-qualification for the procurement of the Government Cooperation Project with Business Entities (“KPBU”) for the Development of Natural Gas Networks for Households in Batam City (the “Project”) with the following details:

Purpose of Procurement:
The purpose of the Legal Preparation Consultant service (“Legal Consultant”) is to prepare a feasible and bankable PPP project structure and document based on the regulations and laws and pay attention to the implementation of Quality Infrastructure Investment (QII) principles as stated in the G20 Principles and international best practice in related sectors to support the realization of quality infrastructure projects.
Consultant Criteria:
1. The Consultant is an Indonesian Business Entity.
2. Experienced in handling PPP infrastructure project preparation and/or transactions, as well as understanding related infrastructure sector regulations;
3. Preferably have experience in handling natural gas infrastructure projects.
4. Have experience in assisting and forming laws and regulations.
5. Preferably have experience in assisting the preparation and/or transaction of infrastructure projects with PPP schemes;
6. Experienced in analysis, allocation, risk mitigation and preparation of Cooperation Agreements.
