PT Penjaminan Infrastruktur Indonesia (Persero) hereby invites Consultants to participate in procurement proces for Public Private Partnership Project (“PPP”)  New Palembang Port in Tanjung Carat (“Project”) with following details:

Overview :

To accelerate the improvement of national connectivity and improve the competitiveness of national logistics, the Government of Indonesia through the Ministry of Transportation is currently initiating to accelerate the construction of a new port in the Tanjung Carat area, Palembang. The main project development is targeted to be able to provide optimal support for national logistics activities with a completion target by the end of 2023.

Objectives :

The purpose of the Financial Consultant and Technical Preparation and Transaction Services (“Financial and Technical Consultant”) is to prepare bankable PPP Project structures and documents as well as provide assistance in order to achieve the PPP transaction process up to financial close based on the applicable PPP regulations and laws in Indonesia by implementing International best practice in related fields.

Important aspects need to be emphasized:

1. The concept of Project’s upstream-downstream linkages, includes detailed aspects of planning, funding, construction-operation, and maintenance.
2. The G20 Quality Infrastructure Investment (QII) and Environmental, Social, and Governance (ESG) principles, ensures the Project’s sustainability.

Consultant Criteria :

1. Experienced and actively providing consulting services, especially for port infrastructure;
2. Experienced in preparing FBC, Port Technical Studies, Engineering Design especially for ports, and conducting surveys and investigations related to ideal designs in many ports in Indonesia;
3. Experienced in handling PPP project transactions;
4. Experienced in terms of synergy and/or collaboration with other consultants in terms of PPPs; and
5. Experience in working with the Government of Indonesia both at the central and local government levels, state institutions and/or   business entities in Indonesia;
6. Consultants who submit prequalification forms are expected have a partnership (sub-contract) plan with other consultants for financial, and/or technical and/or  environmental aspects who have experience in accordance with project sector needs.
