PT Penjaminan Infrastruktur Indonesia (Persero)/Indonesia Infrastructure Guarantee Fund (IIGF) hereby invites Consultants to participate in the procurement prequalification of Wosusokas II Regional Drinking Water Supply Public-Private Partnership (PPP) Project (“Project”) with the following details:

Overview :

The Central Java Local Government plans to initiate the Wosusokas II Regional Water Supply System through PPP scheme to ensure and optimize the provision of drinking water in prospective service areas, Sukoharjo and Surakarta, including its upstream-downstream linkages (from raw water treatment to customers).

Objectives :

The purpose of hiring the consultant is to assist Business Initiation Division in preparing bankable PPP Project structures and documents during Preparation Phase including the preparation of supporting documents and/or activities including, but not limited to Real Demand Survey (RDS), Business Case/Prefeasibility Study and updating the Business Plan of Clean Water Company (PDAB) and Municipal Waterworks (PDAM), as well as providing assistance to achieve the PPP tender process in Transaction Phase up to financial close based on the prevailing PPP laws and regulations in Indonesia.

Important aspects need to be emphasized:

1. The concept of Project’s upstream-downstream linkages, includes detailed aspects of planning, funding, construction-operation, and maintenance.
2. The G20 Quality Infrastructure Investment (QII) and Environmental, Social, and Governance (ESG) principles, ensures the Project’s sustainability.

Consultant Criteria :

• Local/Foreign financial consultant who has an official Indonesia business entity;
• Experience in the preparation and transactions of PPP projects on a national and/or an international scale;
• Experience in handling water supply system project especially at the regional level and comprehend the concept of upstream-downstream linkages.
• Experience in handling Project Finance transactions and exposure to PPP-based financing with the User Tariff scheme;
• Experience in working with the Government of Indonesia at the central and regional levels, state institutions and/or business entities in Indonesia; and
• Consultants are expected to have partnership plan with other consultants for technical and environmental aspects who have experience in the field of Drinking Water Supply Systems.
