SATRIA Multifunctional Satellite PPP Project That Guaranteed IIGF Achieve Ground Breaking for 2023 Operation

On August 18th, the groundbreaking was carried out on the infrastructure project of the Government Cooperation with the Government Multifunction Satellite Business Entity (“the SATRIA PPP Project”) which means that preparation and development activities will begin immediately to achieve the goal of operating by the end of 2023. future. As a National Strategic Project (PSN) based on Presidential Regulation Number 109 of 2020, this PPP-scheme project was developed by the Ministry of Communication & Information (Kemenkominfo) as the Person in Charge of the Cooperation Project (PJPK) and has been appointed by PT Satelit Nusantara Tiga as the Implementing Business Entity and has been awarded government guarantees by the Ministry of Finance's Special Mission Vehicles (SMV), namely PT Penjaminan Infrastruktur Indonesia (Persero)/PT PII.

The SATRIA PPP project is one of the efforts of the Ministry of Communication and Information to complete connectivity to government public services throughout Indonesia, especially in Disadvantaged, Frontier and Outermost (3T) and border areas. The SATRIA PPP project will use High Throughput Satellite (HTS) technology and have a capacity of 150 Gbps which is planned to serve approximately 150,000 public service locations consisting of educational facilities, health facilities, local government, defense and security administration throughout Indonesia. Currently the SATRIA PPP project has entered the construction stage and is targeted for launch in the second quarter of 2023 and is expected to be operational in the fourth quarter of 2023.

In his remarks at the Ground Breaking Ceremony of the Government's Multifunction Satellite PPP Project, in Cikarang (18/8), the Minister of Communication and Information, Johnny G. Plate stated “This step also shows that despite the pandemic situation, efforts to accelerate digital transformation continue to be realized for the sake of bringing digital connectivity to all corners of the archipelago.”

“The government can also conduct network management to comply with service stability standards and become a means of data communication between the SATRIA Satellite and the earth. This satellite technology is a telecommunications solution in a joint effort to narrow the gap in broadband internet access to bridge the digital divide,” explained Johnny.

Secretary of the Coordinating Ministry for Economic Affairs, Susiwijono in his speech stated that the Government continues to encourage the development of digital infrastructure which is a strong foundation for people's lives during the Covid-19 pandemic, one of which is the existence of the SATRIA PPP project which is expected to be able to encourage equitable access and activities for the community.

"Until now, the government continues to build infrastructure as a form of government commitment in optimizing the acceleration of infrastructure development in the PSN project. The SATRIA project, which also gets full support from PT PII, is expected to be completed on time and the benefits can be felt by the community during this pandemic," continued Susiwijono.

The President Director of PT PII, M. Wahid Sutopo through his statement on (18/08), said that the SATRIA Project is the fourth PPP project in the telecommunications sector after the Palapa Ring (West, Central and East). With the support of the Government Guarantee from PT PII, the project has gained the trust of private investors and financing from various international financing institutions, namely HSBC, Santander, BPI France, Korean Development Bank (KDB), and Asian Infrastructure Investment Bank (AIIB) so that the SATRIA project can be built. to increase the provision of internet services to more than 150,000 public service points, particularly schools, hospitals, and government in remote areas.

"This is a form of PT PII's commitment and support through guarantees not only increasing the interest and security of investors and private financing, but through PT PII's active monitoring and coordination with various stakeholders for projects to be completed on time so that the benefits are immediately felt by the community closing the digital gap, especially in 3T and border areas,” added Sutopo.

For information, this project is planned to have 11 earth stations / gateways in several locations spread across Indonesia, including in Batam, Cikarang, Banjarmasin, Tarakan, Pontianak, Kupang, Ambon, Manado, Manokwari, Timika and Jayapura. Then, Cikarang became the location for the Primary Satellite Control Center Station, Network Operation Control & Gateway for the SATRIA PPP Project. The Satria Satellite itself will have a capacity of 150Gbps using High Throughput Satellite (HTS) technology with Ka-Band frequencies. Through this SATRIA Project, quality broadband internet access will be available as a solution for the public to access information, education, health and government services during the COVID-19 pandemic.
