The Ministry of Finance together with PT Penjaminan Infrastruktur Indonesia (Persero)/PT PII will carry out the Kick Off Secondment Program Period II 2021. In addition to PT PII, this Secondment program is also carried out by other SMVs of the Ministry of Finance, namely the Indonesian Export Financing Agency/LPEI, State Asset Management Institution/LMAN, PT Sarana Multi Infrastruktur (Persero)/PT SMI and PT Sarana Multigriya Finansial (Persero)/PT SMF.
This Secondment program includes internships/work practices, detachment (secondment), training or employee exchange within the Ministry of Finance and SMV of the Ministry of Finance, where this second period will last for three months from July to October 2021. Starting this program, the Ministry of Finance through the Bureau of Human Resources (HR) of the Secretariat General (Setjen) and SMV of the Ministry of Finance on Saturday (24/2) carried out the first Kick Off Meeting of the Secondment program and signed a Memorandum of Understanding with PT PII, PT SMI, PT SMF, LPEI and LMAN which are intended to expand the scope of the Secondment Program to the SMV Ministry of Finance.
The President Director of PT PII, M. Wahid Sutopo in his remarks at the Kick Off event said that PT PII welcomed and strongly supported this Secondment program which would introduce Secondment participants to aspects of APBN management from the Ministry of Finance's side and aspects of business management and mandates from the Ministry of Finance. The Ministry of Finance's SMV and the pattern of integration in supporting the Ministry of Finance's future policies.
“In this Secondment program, we will start with the stages of capacity building regarding PPPs that will be carried out by the IIGF Institute as a work unit of PT PII which has been involved in conducting research, capacity building and outreach activities on PPPs to stakeholders. IIGF Institute has become the Authorized Training Organization (ATO) of APMG which is an institution appointed by ADB & World Bank to carry out dissemination of Public Private Partnership (PPP)/KPBU”, explained Sutopo.
Sutopo added, "Through this capacity building, participants will be able to learn the international best practice PPP scheme according to the APMG framework so that they can proceed to the certification program as the first provision for Secondment participants who have not participated in the CP3P (PPP Certifications Program) program. Furthermore, participants had the opportunity to learn how the PT PII guarantee mechanism, both PPP and Non-KPBU, advisory, and how the relationship between PT PII guarantees as a single window for Government guarantees and the State Budget management strategy to encourage the acceleration of national infrastructure provision".
The Head of the Ministry of Finance's HR Bureau, Rukijo, expressed his gratitude for the willingness and support from the Ministry of Finance's SMV, one of which is PT PII, especially to increase the exposure and understanding of Secondment participants to PT PII's mandate as the Ministry of Finance's SMV and how its role in supporting various Government development programs, especially in the field of infrastructure and strengthening the national economy. Through this secondment, we hope that thoughts and recommendations from secondment participants can be raised so that they can improve the performance of each unit in the Ministry of Finance and the Ministry of Finance's SMV," said Head of the Ministry of Finance's HR Bureau, Rukijo in his speech.
The purpose of the Human Resources Bureau of the Secretariat General of the Ministry of Finance in preparing this program for participants is to increase competence and capacity, experience, increase understanding and work culture as well as contribute knowledge and understanding of certain issues for organizations that aim to transfer knowledge and enrichment programs.
In this Secondment program, PT PII acts as a material provider with the theme of Financing and Risk Management. PT PII delivered material related to PT PII's business processes, namely Government and Business Entity Cooperation and Government Guarantee. In addition, PT PII will also present material related to The APMG Public-Private Partnership Certification Program (CP3P) Foundation-Level, in which the secondee participants will be invited to take a certification exam which will be facilitated by the IIGF Institute Division.
PT PII assigned several employees to become resource persons/mentors in this program from various divisions, namely the Business Initiation Division, Legal and Compliance, Underwriting, Project Monitoring & Claims, Guidance and Consultations, Corporate Secretary & Communications, IT and Human Capital. In addition, as part of the implementation of this program, PT PII will also invite external speakers who are considered experts in their fields to participate in delivering material to all participants, especially in case study discussions. The presence of these resource persons will share experiences from representatives of several agencies in carrying out Government-Business Cooperation projects with learning areas regarding the competence of PPPs, PPPs in Indonesia and Government Guarantees.
For your information, In this Secondment Ministry of Finance period II program, participants came from all Echelon I units of the Ministry of Finance and SMV of the Ministry of Finance, namely PT PII, PT SMI, LPEI, PT SMF, PT Geo Dipa and LMAN with a total of 809 participants (Secondee 600 people). & Mentors 209 0 people). As for the Secondment program with the sub-theme of Government Cooperation with Business Entities, there were 37 participants from the Echelon I Unit of the Ministry of Finance, namely the Secretariat General, DJA, DJPB, DJKN, DJPK, DJPPR, ITJEN, BKF and BPPK. In addition, there were also 3 PT PII employees who took lessons in several work units of the Ministry of Finance with the following sub-themes being SMV Performance Management from the Human Capital Division of PT PII, Information Technology Management from the CSP-IT Division, and Fiscal Management from the Business Initiation Division.
