Manado-Bitung toll road project located in the region of North Minahasa and the city of Bitung. Based on Presidential Decree No.32 year 2011 of the Masterplan for the Acceleration and Expansion of Indonesian Economic Development 2011-2025, port of Bitung will be developed into a port of export-import business from/to North Sulawesi province. This project has also been listed as a priority project by the Coordinating Ministry for the Economic Affair in 2015 and set out in the decree of Minister/Chairman of National Development Planning No. 82/M.PPN/05/2015 concerning Infrastructure Projects Plan in Indonesia 2015.

At this time, the existing road linking Manado and Bitung classified as a high-density road with no direct alternative route resulting in increased travel time and accident risk. Therefore, it takes a connecting-infrastructure to support the movement of passengers and goods from the city of Manado as a center of economic activity in North Sulawesi to the city of Bitung.

The construction of Manado-Bitung Toll Road with the investment value of Rp 8,745 trillion is carried out with the aim of improving the accessability between regions in North Sulawesi Province. The 39 km long Manado-Bitung toll road consists of two sections, Section I is 13,5 km along  Manado to Airmadidi and become the responsibility of Government of Indonesia and Section II along 25,5 km planned to be the responsibility of private sector in its construction.

This project was undertaken using the SBOT (Supported-Build-Operate-Transfer) scheme with a concession period of 40 years, in which the Government provides assistance in the form of land acquisition, toll construction along 13,5 km, and additional support in order to make the construction of this road become financially feasible to be used as a bidding parameter. The construction of this toll road is expected to improve the efficiency of time traveled and reduce the accident risk.
