Jakarta, February 19, 2026 - The Ministry of Finance, through PT Penjaminan Infrastruktur Indonesia (Persero) / PT PII (Indonesia Infrastructure Guarantee Fund) provided Project Development Facility (“PDF”) support for the Government-Private Partnership (“PPP”) Project for the Management and Construction of the National Research Vessel Fleet (“KPBU Kapal Riset”). Part of PT PII's commitment to this support was its participation in the Market Sounding conducted by BRIN as the Agency for Cooperation Projects (GCA) in Jakarta on Wednesday (February 18).
The Market Sounding, attended by the Head of BRIN, Deputy Head of BRIN, Director of PDPPI (Indonesian Development Planning Agency) of the Ministry of Finance, Director of Finance of PT PII, representatives from Bappenas, and relevant industry players and stakeholders, aimed to introduce the Project to potential partners, obtain input, interest, and responses from stakeholders and experienced industry players, and gauge market interest and feasibility before proceeding to the Final Business Case Document stage.
The Head of BRIN, Prof. Prof. Arif Satria stated that the Research Vessel PPP project represents a commitment to supporting the advancement of science and technology and achieving national development goals. It aims to increase the capacity, competence, and synergy of National Research.
"This strategic objective cannot be met by the limited number of existing research vessels at BRIN (National Research Agency). The high demand for research, the limited number of BRIN research vessels, and the high cost of research demonstrate that creative financing, specifically PPPs for the Management and Development of this Research Vessel Fleet, is the answer to this strategic need. This project needs to be supported through a prudent scheme that provides investor comfort," said Prof. Arif.
This research vessel is designed as a sophisticated multipurpose research vessel in Indonesia, equipped with ROVs and portable research equipment that can be configured to comprehensively support BRIN's four priority research themes and meet international standards. The scope of the Research Vessel PPP project, under the Design, Build, Finance, Operate, Maintain Transfer (DBFOMT) scheme, includes the construction and management of one ocean-going research vessel and two research vessels currently under procurement through Foreign Loans/Grants (PHLN) with a 20-year concession period, including construction.
Tanti Hidayati, Deputy Director I of PT PII, who was one of the speakers at the event, stated that through the Project Development Facility (PDF) provided by the Indonesian Ministry of Finance through PT PII, her office is committed to providing assistance at every stage of the PPP project. The implementation of this PDF facility is an important step that is expected to assist BRIN, as the Project Cooperation Agency (PJPK), in finding the right Implementing Business Entity partner.
"This market sounding is conducted openly, and the information we provide is equally accessible to all participants, so that every investor has an equal opportunity to support this project. We hope that this market sounding will encourage more potential investors to participate in the project procurement process," said Tanti.
Tanti also added that in addition to mentoring and transaction preparation, her company is also committed to supporting the project's success by providing government guarantees, in accordance with PT PII's mandate.
"In accordance with our mandate, PT PII is ready to provide guarantees for the Research Vessel PPP project in an effort to support the development of science and achieve national development goals. Furthermore, we hope that the synergy between PT PII and BRIN will strengthen, and this project will run smoothly, successfully becoming the first PPP pilot project in the science/research infrastructure sector that we support," Tanti concluded.
