The limited supply of clean water in the main regions of East Java area, such as Surabaya, Sidoarjo, Gresik, Pasuruan and Pasuruan city has led the East Java provincial government to initiate a drinking water supply system (SPAM) project to distibute drinking water from Umbulan spring in Pasuruan to 16 government-owned reservoirs located in the aforementioned areas. Furthermore, this project is called “Sistem Penyediaan Air Minum Umbulan (SPAM Umbulan)”.
SPAM Umbulan with the capacity of 4.000 litre/second is built under the Public Private Partnership scheme between East Java Provincial Government as Contracting Agency and PT Meta Adhya Tirta Umbulan as Business Entinty. SPAM Umbulan worth Rp 2 trillion and obtained government support through Project Development Fund (PDF) worth Rp818 million from Ministry of Finance, in order to improve the investment feasibility of the project
On 21 July 2016, Indonesia Infrastructure Guarantee Fund has signed Guarantee Agreement with PT Meta Adhya Tirta and Recourse Agreement with East Java Provincial Government for Umbulan drinking water supply system (SPAM) project. This project is the first water and regional project which obtained Government Guarantee through IIGF. Up until 2016, IIGF has given guarantee for 8 infrastructure projects.
