The Government-Business Partnership Project for the Development of the Proving Ground for the Bekasi Motor Vehicle Roadworthiness and Certification Center (BPLJSKB) in West Java Province is an implementation of the Indonesian Government's efforts to improve motor vehicle safety standards for both national and international needs, while maintaining air quality through emission control, thereby enhancing environmental protection in Indonesia. Furthermore, this project is based on the Association of Southeast Asian Nations Mutual Recognition Arrangement ("Draft ASEAN MRA") for the automotive sector, signed on January 16, 2021. Motor vehicle testing will adhere to United Nations Regulation ("UNR") standards and the application of test results across ASEAN countries. This standardization of test results will standardize automotive export standards within ASEAN, thereby avoiding restrictions on technical requirements in export destination countries. This has the potential to stimulate the development of the Indonesian automotive industry.

BPLJSKB is a Technical Implementation Unit for motor vehicle type testing within the Ministry of Transportation of the Republic of Indonesia, under the supervision of and responsible to the Director General of Land Transportation. Motor vehicle type testing is a physical examination of motor vehicles before they are mass-produced, assembled, and/or imported, or modified. Through the BPLJSKB, every new vehicle produced and marketed in Indonesia must undergo testing to determine its roadworthiness.
